It is not necessary that the teaching should be conducted

in a foreign language nor that the lecturer should lecture

direct to the students without interpretation. In Japanese

universities where the students are all graduates from higher

grade schools, it is naturally advisable to use a foreign

language as the medium of teaching and to make it a rule that the

foreign professors should lecture directly to the students. But

the standard of education of the students who have not been

educated in the higher grade schools, will not be high enough

be either to engage Chinese teachers or to have the lectures

delivered through interpreters. By doing so double the benefit

will be obtained with half the trouble. That students receive

the lecture indirectly from the lectures is more than counter-

acted by the extra year the students have to apply to their

studies.

The above four alterations will produce geven

advantages:- (1) In 5 years we shall have the service of gradu-

ates from the University to meat the requirements of the moment.

(2) We will enable people, who have already had a certain amount

of experience, to make themselves more useful. (3) Young and

inexperienced g-raduates will not be so useful as officials who,

in addition to their official experience, are refined by going

through a course of 5 years in the University. (4) Officials who

have already had the respect of the public will have no diffic-

ulty in working harmoniously with the people when they again appear in an official capacity. (5) By admitting students from

other provinces into the University, the expenditure will

comparatively less in proportion to the number of students. (6) Competition with the Peking University is sure to cause

rapid progress. (7) Preparations are now being made to adopt

a constitutional system of Government. The establishment of a

University will remove the feare of there being a lack of

educated
